Scope package

A scope package is a buyer-authored definition of exactly what a project must deliver, with testable acceptance criteria and explicit exclusions.

Authoring scope before the vendor does shifts the asymmetry: you set the requirements, the acceptance tests, and the red lines, then evaluate proposals against them. A strong scope package lists vendor exclusions with dollar-impact estimates and change-order zones with prevention clauses.
